I've done some preliminary research on this.
It is possible. JH can handle a gauge as small as this. I have not tested the physics yet.
Settings Current:
Snap grid: 4
Ballast width: 32
Extents: 64
Arcs have been tested with everything including transition arcs. Transition arcs cannot be used to build a full curve. (at least not in snap 4)
Settings to Try:
Snap grid: 2
Ballast width: 32
Extents: 64+8
Ballast seems to narrow as the angle deviates from straights.
Current scaling issues with JH prevent me from just generating, compiling, and releasing.
