This should set up automatic upload of .tar.gz/.whl of tagged releases to PyPI

Coverage remained the same at 89.368% when pulling 40b975ab4007670c694848430af958a9edb3a654 on travis-pypi into c8c875adc8e36c2c52d07f49317e000952cd5930 on master.
