feat: Add option to render color palette at mouse #276

This feature introduces a new setting in the general tab giving the user the option to render the color palette at the toolbar (the existing behavior) or at the mouse cursor (new behavior). This is particularly helpful when using a key bind to toggle the color palette UI.
