[Solver] Solver errors when no pieces are used

We do a voxel count sanity check now, but this can still happen if no placement rows are returned.

• [ ] Explicitly check for no placement rows
• [ ] No errors when no pieces can be placed in the goal
• [ ] No errors when goal is an empty piece
