create Charm Testing reference #16

move the authors-testing doc to the reference section

The current testing page is incorrect and is outdated: https://jujucharms.com/docs/master/authors-testing

The branch testing-update in mbruzek/docs is where the work for this is going but is not finished.

When this issue is resolved the authors-testing links will need to be redirected to reference-testing authors-testing -> reference-testing
