Various Debian packaging fixes #99

Hi,

First of all, thanks for your work!

I'm a DM, about to apply to become a DD, and if that goes well I'd be happy to upload razercfg and maintain it in Debian.

Here's a few fixes necessary for the packages to be in a good shape to pass review, and a couple more. The most relevant one is the new option to be able to build librazer as a static library, and avoid shipping it in the packages, given it's private. I believe this is necessary to pass the NEW queue review.

Thanks! Let me know if there are any issues with the static library changes. I don't expect any, but you never know. I'll report back on https://github.com/mbuesch/razer/issues/66 when I make it to DD.

I don't expect any problems with this either. In fact I think it's a good idea to have this as a library static.
