Could you be more specific on what part is not localized? There are two 
language components for the title/taskbarname:
RedmineClientTitle_NoUser
RedmineClientTitle_User
Those are used to generate the application title. Default they contain 'Redmine 
Client'. For each language they could differ though.

Yes i meant 'Redmine Client'. If that is already localizable, perfect!
