test more platforms #146

What

Now that we have dokken working, let's expand the test matrix again.

How

Add additional versions of centos 7, debian 9, ubuntu 16.04 as supported platforms.

TODO

[ ] refactor default suite
[x] separate suites for each main recipes (without leading _)
[x] move to inspec from serverspec
[x] move to Ubuntu 16.04 as default platform
