По-видимому (см. аналогичный issue у Акиньшина: https://github.com/AndreyAkinshin/Russian-Phd-LaTeX-Dissertation-Template/issues/89) biblatex-3.1 (спаренный с biber-2.2) в этом плане мертв. Надо использовать либо 3.0, либо 3.2 (3.3 вроде бы тоже мертв, но по другой причине).

Похоже, что в современных версиях все работает нормально (biber-2.5 и 2.7 дают адекватные результаты).
