Add events #10

Other developers may want to be able to be notified by the Ascend Nations plugin, such as Mervin's official Ascendancy Discord bot.

The initial suggestion was to execute commands which can be listened upon, though I believe a more robust and scalable system may be to utilise Spigot's event API. Mervin mentioned that this should be accessible in DenizenScript (the scripting language Mervin is using).
