Secondly, in the design document, there is the following feature:
"Entering and exiting claimed land will notify the user in chat. This message is defined by the Nation Chancellor with the /Nation property entrymessage and /Nation property exitmessage commands."
I think this is currently not implemented, and I don't see an open issue for it. So, I made one :)
