Add Ability to Merge Nations #15

"Ability to merge civilizations together if both their leaders agree."

This would technically be possible, though it would probably be less like a merge, and more like a nation being moved into another. As obviously there can only be one home, one name, and one chancellor.

But I do like the idea.

I've given this some thought, and I'm going to approve this idea, with needs refinement.

Would this feature take the place of the previously discussed alliance feature? Or, will that be something different entirely? How might this impact power, @VolticFroogo? Will two nations merging raise the maximum cap of members?

I planned for these to both be separate.

I planned to only allow the merging of nations if their combined member count would be below the maximum amount.
