adding a script to start annotating files in datasets from csbc portal tables

@vpchung, @jaybee84 - any objections to merging this PR? Seems like any changes are isolated to one script. I'm hoping to clean up / merge most of the open PRs before kicking off any more extensive refactoring. :)
