CCKP database management and metadata ingress workflow

Addresses #30, #32, #36 (partial), #37

This PR pulls together all scripts/updates for CCKP database management and metadata ingress, which includes contributions from @aditigopalan, @vpchung, and @Bankso

• added scripts add_cols.py, autoAnnotation.py, email_gen.py, processing-splits.py, schema_update.py (@aditigopalan)
• added scripts gen-mp-csv.py, upload-manifests.py, upload-workflow.sh (contributions from @aditigopalan and @Bankso)
• added scripts build_table_view.py, merge_tables.py, check_cert.py, create_id_folders.py, get_entity_ids.py, make_folders.py, union_qc.py, and upload_files.py (@Bankso)
• updated script split_manifest_grants.py to output CSV manifests (@Bankso)
• updated workflow definition (@vpchung )
• added initial version of metadata ingress readme (@aditigopalan)

@aditigopalan please take a look and verify that all scripts required for your curation/ingress work are included here. We can implement any refinements and automation separately, but I wanted to make sure everything we need is collected in the main branch

@Bankso I removed redundant files, specifically automation scripts in progress and Implemented consistent file descriptions for all scripts
