merge lifetable code from my fork #77

hi, didn't realize that there are so many updates I made that are not reflected in the repo. Today I wrote Chiang's method for CI around e0. I tested the fake data and the results were wrong (too few deaths so way high e0), but the code looks like it worked. Would like to know if you can test it and see what you get with your full deaths data. Also I reduced the threshold to 10,000 PY for now (which I think means Mono County will be back in, you might have to manually exclude it due to data quality).

One big issue is that right now there are no DRU pop projections on the Open Data Portal, the Baseline 2016 (with 2019 updates) have been taken down. So you'll want to hold on to your local copies of the county/state population until the Portal is updated with the new projections (Baseline 2019).
