Publish API docs #10

Based on swiper API doc CI/CD.

Unfortunately, Travis CI ran out of FOSS credits. I never got a notification. Their website says that the credits should have already replenished by now. But that's broken, too.

All the configuration files are in place to trigger API doc publishing. Travis is just down.

This is now a tracking issue.

Working around this by temporarily linking directly to the header file.

Travis was kind enough to refresh the credits. They note that jobs will begin executing again as new commits are pushed to the repositories.
