No safety cutoff for dry heating element in HLT #1

It's possible to leave the heating element running in the HLT without water, which is bad. Should have a sensor to monitor unsafe heating and prevent meltdowns.

Possible sensor solutions:

For monitoring resistance of the heating element, Mike found that nichrome resistance would change only a few percent over a Δt of a 300+ C, so this is not a sensitive measurement.

TDK CCT261631-30-06-00 (or the -02 model, which differs only in the connector) is rated to sense 30A.
