[bug]: with `virtualedit=all`, starting visual selection after end of line highlights eol char #21

In the below image, the visual selection starts in the nonexistent col 3 of line 6. This highlights the eol character in col 1 of line 6.

This happens when

  1. we scroll down from the nonexistent position, or
