Smart desktop auto-rotation #347

When I sleep on bed and browser internet with mobile, the screen always change 
rotation with minor angle change.

I'd like the desktop/screen to have a rotate speed test before rotation.
If the mobile leans slowly, that means the user don't want to rotate.
If the mobile rotate very fast, that means the user want the screen to rotate. 
that's the behavior of my previous 2.1 system.
