Sprint 2: Ability to Download Raw Data #8

Sprint 2 deliverable: user can download numerical data to excel file.

There currently isn't an option to download data on the website. . . need to include this.

We're going to need some metrics by which to limit the data users can download. The tables are just too big. I am currently generating excel files containing ~8k of ~18k lines. The only other options is some mechanism to download multiple files. Suggestions?
