Add a feed google group #4

The following may be a convenient way to replace the missing Updates tab:

For those not aware, project owners can set up an email feed of issue 
updates/source changes/wiki updates/code reviews.  To do so:

1. Create a Google Group, <yourprojectname>-feed.
2. In the Google Group settings -> Access tab, set "Anyone can post".
3. Under your project's "Administer" tab, put 
<yourprojectname>-feed@googlegroups.com into the various subtab's "email 
notification" fields.

Users can subscribe at groups.google.com/group/<yourprojectname>-feed/subscribe
