Cows and gulls are pretty much the same code with some minor differences.  
Maybe there should be an Animal type so that all animals can share most of 
their code.  In fact, I wonder if there should be an animal package which could 
be included by some hypothetical animalgen program that places animals in the 
world.

Sounds fine to me. I bet almost every parameter (e.g. terrain scaling) could go 
into the JSON files. I'm sure there will be special cases in the future, but 
this is probably good enough for most things.
