Remote Control from Buster #10

One feature (for implementation later) is the ability to remote control an ircDDBGateway. The port and protocol are already there.

A Gateway admin would find it advantageous to change a repeater's links via GUI on Buster. There are applications to do this already in G4KLX's implementation as well as iOS and Android apps.

I'm not sure I see this as Buster functionality. I think this is probably ripe for some sort of other app. Honestly, it's really an ircDDBGateway admin function that should have some sort of web interface.

Implementing this in Buster would probably unnecessarily complicate the interface merely to service gateway admins, who are not really the target users for the app.
