So this is completely reproducible. (As soon as I submitted the but, I was closing windows and accidentally closed Buster. So I added another new reflector and same problem happen. Guessing this is a El Capitan issue...)
I’m pretty sure this has to do with the reason why it’s pointing at the wrong view. I think when I get it pointing at the + button, it’ll go away. We’ll see, though.

This should be fixed.
See attached screen shot. I added a new reflector (DCS023-B) via the normal process. (Hit the +, typed in DCS023, hit tab, remember tab doesn't move me to the A-E drop down, selected the drop down with the mouse and hit Add.
But the dialog didn't disappear and nothing I seem to-do now will make it disappear.
Info: iMac 21.5 / mid 2011 OS: 10.11.1 Buster: 1.0.0 (1.0.74)
