restructure simulators and weblinks #40

Right now the find by simulator shows e.g. NEURON and NEURON (web link to model).

Those are all NEURON models; we just don't happen to host some of them.

Internally, this is still the way things are stored in classic ModelDB although several years ago the find by simulator page gained the ability to group things together.

There needs to be a way to handle combining multiple lists e.g. for NEURON and NEURON web link to models to get the full list... the problem is that internally these are stored as separate simulator types instead of being one simulator and having a separate hosted or not page...

An extra complication is that there is both Brian web link to model and web link to methods entries.
