Would it work with locally hosted mp3 files?

Yes, is does.

The only requirement is a running webserver where the file is stored. I'm using Domoticz combined with HomeBridge and this plugin. My files are stored in ~/domoticz/www and therefore I can use http://192.168.2.1/Doorbel.mp3 to be played from HomePod
