Release with #161 #164

A release containing #161 would be very much appreciated, because the current snow 0.9.2 on crates.io depends on curve25519-dalek =4.0.0-rc.1 which prevents me from using this crate with other crates also needing curve25519-dalek on major version 4.

friendly ping @mcginty. The RUSTSEC-2022-0093 released yesterday is blocking some CI's like the libp2p one. Thanks for all the work on snow.

v0.9.3 is released, sorry for the wait! Release commit is in the 0.9 branch.
