US 16 tests added. Functionality in place from mark finishing 15 1st. #69

Test's added for US16. Mark had coded the functionality to pass the test in pursuit of US15.

This looks good Joe. We might want to add some more tests to the admin/merchants/show_spec at some point to test for the presence of other info on this page, but right now my update_spec is looking at status and the link to update, so I think everything is covered so far.
