Breakpad reporter doesn't always launch #319

Infrequently, but far too often, the breakpad reporter app doesn't get
launched.

What steps will reproduce the problem?
1. Reboot (this isn't strictly necessary, but it's the best way I found to
reproduce it)
2. Crash a breakpad-enabled app (say, Camino)

What is the expected output? What do you see instead?

The reporter isn't launched, but a crash dump is written.
