App bar "Save" form partially obscured by app bar when barely scrolled #99

Steps to Reproduce:

- go to page with scrolling and app bar
- scroll down 15-30px (but not more)
- click the arrow next to save to expand save form

Results: Save form is partially obscured by app bar

Expected: should snap to top of page like when scrolled a greater distance from 
top
