Loses some state info when Eclipse dies #2

- Start Eclipse with at least one failing task.
- Open the dialog, block the task.
- Eclipse exits unexpectedly, after having blocked a particular task.
- After restarting Eclipse that Task will still be failing.

We rely on the preferences system to handle editing and saving of prefs, so 
this may not be an easy fix.
