Reduce number of weather files removing sea #6

The OS grid contains cells which are entirely in the sea. This can be seen from the BNG os_bng_grids.gpkg file contained in the OSGRID_FOLDER, containing 910k 1km cells. The UK land surface contains 59 tiles that have land in them. Remove tiles wihtout land.
