I am able to set a target of 0m for my activity goals

This is a feature, not a bug.

Setting a target of 0 allows the user the flexibility to track their weekly running distance without actually being required to set a goal. Some users don't want to be stressed by goals but still take advantage of the goal-tracking mechanism, which track the actual total duration or distance periodically.
