NPCs Don't Pass Through Sentinel Integration #257

I have spigot 1.12.2 I have citizens-2.0.22-SNAPSHOT I have sentinel-1.5.0

I found a bug in Sentinel, the bug is that NPCs don't pass through the sentinel integration and I fairly confident that it isn't my code as I did a ton of testing. For example I put test messages saying the name of the entity but none of them said the NPC's name and there were no other targets. I also tried to replace the return false to return true so no matter what It will target the entity but it didn't and no I didn't mess up on the add target because it targets mobs and players but not NPCs.
