Minor build script tidy up #341

A slightly less over-zealous version of #340. Let's keep the old js build script around for now since it's better at surfacing configure/build errors.

Moves emcc flags out of build script and into CMakeLists.txt, so the configure step is as easy as emcmake cmake
Stops copying the build artifacts to the now non-existent samples folder
