Rebuild needs fixing #2

(moved from wiki) http://wiki.mcneel.com/rhino/wishlist I am not sure if it's just me or are there many others who also struggle with the rebuild function. I typically build surfaces that need rebuilding but only in 1 isoparametric direction, for instance when I create a revolved surface, bend it then rebuild to degree 5 with 6 control points, the result is a complete mess. It would be immensely helpful if just one direction was rebuilt and the control points stayed close to their original s and t (isoparametric) locations. Also adding control points to a periodic surface would be an immense help.

And another request, the SetPt command is very useful for cleaning and aligning control points, could you please extend this to include local cylindrical coordinate systems, such that the control points are all at the same radius value.

The V5 WIP release has a new RebuildUV command that should help here
