I've been using the Layouts for about a year in Rhino 5.0 Its quite robust and am very pleased.
I normally set up the viewports in the layout on a noprint layer, this works very well and all of the linetypes/colors and settings come through to the print.
I noticed that if you Lock a view port, the lock command disables all of the print colors and widths. In fact it seems to make the printer bypass the print color in both model view and layout view and actually print the model colors.
I'm sorry if this isn't quite clear. I think its very important for there to be a way to lock your viewports such that they aren't being translated in x + y as you note on top of them.
