'functionally related to' (http://purl.obolibrary.org/obo/RO_0002328) has no 
definition but has a curator comment:

"This is a grouping relation that collects relations used for the purpose of 
connecting structure and function"

This is contradicted by that fact that it groups regulates relations, whose 
(explicit) domain and (implicit) range are both processual entities.

Ideally it would be defined, but at least the comment should be consistent with 
the SubProperties.  Perhaps the regulates relations should be moved?
