OJS supports creation and registration of DOIs via the DOI plugins. However, DOI registration with Registration Agencies are a paid service. Issue is that if we want it do automatically correspond to doi URL ( http://dx.doi.org/), the DOI needs to be registered with a known agency.
check with library on how they issue DOIs and if they already are with an agency that issues
It looks like the two options have different pricing models.
DataCite; a membership model for academic institutions that is substantially more expensive (although they don't list the price it is listed at 7000 euros annually on a forum) but lets you allocate DOIs at will.
CrossRef; a turnover based model that seems to be aimed at smaller publishing services.
The library etheses system publish using D-Space and (probably) DataCite although it is not clear how the DOI is acquired through their system and whether we can lean on a Newcastle University DataCite membership to generate our own DOIs.
I've emailed a contact in the library to clarify their process for generating DOIs and will update when I have more details.
