README: explain why this project exists and what features should make it in

The things I don't like about Refined GitHub:

• Their features:
  • Aren't well explained
  • Are hard to disable
  • Aren't great for all GH users (e.g. keyboard shortcuts can be accidentally triggered)
  • Remove/hide existing functionality (e.g. declutter features), which are concerned because I don't know what the features do
  • Are many, which is problematic for the previous reasons ^
• There are a lot of dependencies (have these been audited?)
• It requires you to be logged in unnecessarily

They do have some really cool features though, like waiting until CI finishes to merge.

For APT, I think this project should include:

• Features that are specifically useful to APT (and preferably disappear if they're not used so others can use our add-on)
• Features that are useful to the majority of GH users (so I'm not imposing on the team)

Additional vision:

• Features should be well explained. Perhaps each having a doc and a screenshot?
• Features should be major UX improvements which would limit the number of features (this may be a personal preference for slim software)

Maybe we should split up "generally useful features" and "APT features" in the README too.
