Spectators cannot fly after running /spectate #4

Describe the bug

Spectators cannot fly when spectating via /spectate (or accepting a spectate invite).

Players who begin spectating by dying in a duel are still able to fly.

Expected behavior

Spectators should be able to fly after running /spectate.

To reproduce

  1. Spectate a duel via /spectate
  2. You cannot fly in the duel
