Ensure that Uploaded Layers box only appears if the user has uploaded geospatial layers available #3

The add_uploaded_data_dropdown adds a new box called Uploaded Layers with a dropdown from which the user can select geospatial layers that they've uploaded to DataHub for visualization. This box should only appear if the user does actually have geospatial layers available that they've uploaded, or that someone else has uploaded and given their user account access to.
