AEP: set different limits for bycatch for some lh types #34

  1. The range for bycatch (total) for bowheads is too broad. I wonder if the upper limit can be set to 2 x MSY?. Similarly, the upper limit for E could be 2x EMSY (or 5 x) but 0.5 for a humpback is high.

I think this will be tricky once we start getting into situations where people are entering their own life history parameters. Maybe we need to make upper bycatch limits based on AgeMat or another parameter.

Closing this bc would be too tricky to implement (AEP agrees).
