Bug: Shiny app on server does not adapt max bycatch to pop size

Server version of app does not allow bycatch in number of individuals to go above 2,000 (Advanced tab only)

• [X] while using the Shiny app in the browser (https://msiple.shinyapps.io/mmrefpoints/)
• [X] while using the Shiny app locally (i.e., using run_app() in R on your computer)
• [X] while using the mmrefpoints functions locally

To Reproduce Steps to reproduce the behavior:

1. Go to Advanced
2. Put in any pop size >2,000
3. Set bycatch to number of individuals
4. See scale bar does not adapt to max bycatch = total pop size

Expected behavior Bycatch (N/year) slider should go up to max pop size
