Decide whether liquids should be mutatable (and how) #8

Should we allow the player to create lava via mutation? Water? Other liquids? If we do want this, how does that mutation even look? Do we mutate only in the diagonal blocks adjacent to both parents?

I like the idea of cactus turning into water - the properties of cactus would also make for some interesting situations when it mutates into a flowing source block of water.
