Update documentation for new pythonic installation mechanism #134

Once v3.7.0 is out, and PyPI packages available, we should be sure to update the various installation documentations (the INSTALL file, the wiki, ...).

This also needs to address how downstream cmake projects can use ncrystal-config if they should work also with a pypi ncrystal pkg.

We probably should also document the new tests (e.g. python3 -mNCrystal.test all).
