setup CI for ESS repos #20

We should make sure to once in a while exercise our code on the large amount of packages in the internal ESS repos.

CI is set up now (pending some tuning), but I am struggling with several of the tests thus enabled failing on macos-latest.

Tests simply blocked on macos and opened instead https://github.com/mctools/ncrystal/issues/167

Reopening without high priority repo, since we might want to:

1) Add a workflow in the ess-dg/dgcode_projects repo. 2) Run the tests for dgcode_private_projects/ncrystaldev in cron.
