Help window does not appear on Windows 7 64-bit #3

What steps will reproduce the problem?
1. Launch the GUI
2. Help menu
3. Contents menu item

What is the expected output? What do you see instead?

Expected help window to appear.  Instead nothing happens

What version of the product are you using? On what operating system?

Version 0.7.0.

Windows 7 RC 64-bit

Please provide any additional information below.

If I select Cryptophane Help from the Windows taskbar program menu it comes 
up.

Help Window does not appear when clicking F1. Does not appear when selecting 
Contents or Index from Help menu.

The help window showed up the first time I tried it.  However, it has not 
showed up since.

This issue is present in Vista 64-bit also.
