Create Issue creation template(s) #21

We could use the cpptools as a template. They ask mostly the same questions, except we have some specific things gdb-server, device/board, RTOS, etc.

I am fine if you (@PhilippHaefele) want to tackle this. It will take me a bit of time to get to this, but I assigned it to myself
