libusb-win32 new snapshot release #23

Probably it is a good time to have a new snapshot release once the disposition for issue #19 is clear.

Main limitation: libusb0.sys snapshot release is not signed. So we may have to wait for the signing of libusb0.sys to have a formal release.

The signing problem is a headache due to https://github.com/mcuee/libusb-win32/issues/24

I have commented in #24. If you have access to an EV certificate, or we can find someone who has an EV certificate and is willing to help, we can get libusb0.sys file signed. Then the users can use Zadig or libusbk-inf-wizard to install the driver packages.
